KETHLEDGE, Circuit Judge. Logan Houle attempted to flee the scene of a police investigation. An officer tackled Houle to handcuff him. During the struggle, the officer applied a chokehold, and Houle reached for the officer’s gun. Officers ultimately subdued him. Houle later brought an excessive-force suit against the City of Marion, Ohio and the officers who arrested him. The district court granted summary judgment to the defendants on qualified-immunity grounds. We affirm in part and reverse in part. I. In May 2021, officers responded to a report that a man with a knife was threatening to kill people at an apartment. Officer Dana Jagger arrived first on the scene.
