READLER, Circuit Judge. Be the Bush Recovery Ministries (“BTB”) ran a faith-based residential rehabilitation program for recovering addicts in Coffee County, Tennessee. Seeking to expand, BTB agreed to purchase a former elementary school, now a large home, in the County. But the property was subject to zoning restrictions prohibiting the operation of a recovery facility. Failing to persuade the County to change those rules, BTB sued, alleging violations of a host of federal statutes as well as the Fourteenth Amendment.
