LESLIE H. SOUTHWICK, Circuit Judge: An immigration judge determined that the petitioner was entitled to deferral of removal under the United Nations Convention Against Torture. The Board of Immigration Appeals reversed, but in doing so it committed legal error by applying the wrong review standard to the factual findings.
