Johnson, Director of the Texas Department of Criminal Justice — Institutional Division ("TDCJ-ID"), and four prison officials at TDCJ-ID's Smith Unit, namely: Lupe Lozano, Warden; Edgar Sullenbarger, Supervisor of the Food Service Department; Sergeant Rodriguez, Compliance Officer; and J.
